Four Development Projects Head to Altadena Land Use Committee on April 7

A fire-recovery center, a 54-unit apartment complex, a car wash and a gas station site are all on the agenda for the virtual meeting

Four development proposals for Altadena will go before the Altadena Town Council’s Land Use Committee at a virtual meeting on April 7, giving residents a chance to weigh in on projects that could reshape the Lincoln, Windsor, and Woodbury corridor.

The proposals, clustered along a section of West Altadena, range from a 1,600-square-foot community center designed by Pritzker Prize-winning architect Shigeru Ban to a 54-unit mixed-use apartment complex to a proposed express car wash. Each will receive a dedicated public comment period at the 7 p.m. Zoom meeting.

The Land Use Committee is advisory only — its recommendations go to the full Altadena Town Council, which in turn advises the Los Angeles County Department of Regional Planning, where final land-use decisions are made.

The most advanced project on the agenda is CORE’s Center for Community at 2231 Lincoln Ave., already under construction on county-owned land. The humanitarian organization, co-founded by Sean Penn and Ann Lee, broke ground on January 10, marking the one-year anniversary of the Eaton Fire. Designed by Shigeru Ban Architects using a shipping-container prototype the firm developed for disaster relief, the center is expected to open in summer 2026 and will offer mental health services, educational workshops, and community programming for fire survivors, according to a CORE press release.

“The Center for Community represents the next phase of recovery,” Ann Lee, co-founder and CEO of CORE, said in a statement at the groundbreaking. She described it as a space where residents can “access support, rebuild stability, and reconnect.”

Los Angeles County Supervisor Kathryn Barger, who attended the groundbreaking, called the center a critical step forward for West Altadena, according to a release from her office.

Also on the agenda is a 54-unit, three-story mixed-use residential and commercial development proposed for 2214 Windsor Ave. The project, listed on the agenda as PRJ2025-004580, will be presented by Michael Miller of Bold Communities. A February 2025 staff report from the Los Angeles Regional Planning Commission described the property owner as KT and KT Investments, LLC, a Pasadena-based firm, and the architect as Kluger Architects. The building would include 2,122 square feet of ground-floor retail, 80 parking spaces, and five apartments reserved for very-low-income renters, according to the commission staff report. The development site was listed for sale at $6.25 million by Coldwell Banker Commercial in March 2025.

A proposed car wash at 2185 Lincoln Ave. is the least documented project on the agenda. The item lists Demetrius McWhorter of LV Asset Holdings as the presenter. An April 2 social media post described the site as being considered for redevelopment into an express car wash facility, but no county planning records for the project were found in publicly accessible databases.

The fourth item involves 15 W. Woodbury Rd., the site of Joe’s Service Center, the Mobil station known locally for selling a record $2.04 billion Powerball ticket in November 2022. The agenda lists the project as PRJ2024-002977, with presenter A. Joseph Chahayed, the station’s owner. No detailed project description or county case file was found in publicly accessible records.

The meeting will be held via Zoom with meeting ID 365 007 0583. Residents who wish to submit written public comment should email Milissa.Marona@altadenatowncouncil.org before noon on April 7. The agenda notes that comments should include the sender’s name, address, and contact information.
