County Board of Supervisors to Review Eaton Fire Emergency Contracts in Meeting With Direct Impact on Altadena Recovery

Bi-weekly report on emergency response spending comes as fire-damaged community continues cleanup and rebuilding efforts
The Los Angeles County Board of Supervisors will convene Tuesday, Jan. 27 to review ongoing emergency contracts related to the Eaton Fire and other January 2025 blazes, a recurring agenda item with direct implications for Altadena residents still navigating the aftermath of the devastating wildfire.
The meeting, scheduled for 9:30 a.m. at the Kenneth Hahn Hall of Administration in downtown Los Angeles, includes two separate bi-weekly emergency contracts reports—one from the Department of Internal Services and one from the Department of Public Works—documenting actions taken under emergency authority granted by the Board on January 28, 2025.
Emergency Contracts Under Review
According to agenda documents, the Board will review emergency actions taken by the Director of Internal Services and the Director of Public Works to respond to and recover from what the County terms the “January 2025 Windstorm and Critical Fire Events,” which include the Palisades Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires.
The Eaton Fire burned through Altadena and surrounding unincorporated areas in early January 2025, causing widespread destruction.
The Internal Services Department report covers actions in Districts 1, 3, and 5, while the Public Works Department report covers Districts 3 and 5.
Both reports request that the Board find “substantial evidence” that the fires “continue to constitute an emergency pursuant to Public Contract Code Section 22050.” Under this finding, the directors would retain authority to amend, extend, or award contracts without the formal competitive bidding process typically required for government contracts.
The agenda states that this expedited procurement authority is necessary because “the emergency does not permit the delay resulting from a formal competitive solicitation of bids and/or proposals to procure construction, materials, equipment and services for projects and initiatives necessary to respond to and recover from the LA County Fires.”
Both items require four votes for approval.
Other Agenda Items
The Board will also conduct three public hearings unrelated to the fire recovery effort.
One hearing concerns the annexation of a subdivision in Rowland Heights to County lighting districts. Another involves an appeal of a solar energy facility permit in Lancaster. A third hearing, regarding an 88-unit condominium development in Ladera Heights, will be continued to February 24, 2026 to enable completion of required sign posting on-site, according to the agenda.
A report on the implementation of the California Public Safety Realignment Act (AB 109) from the Public Safety Realignment Team has been requested to be continued to March 3, 2026, according to the Chief Probation Officer.
A closed session item involving a conference with legal counsel regarding anticipated litigation has been requested by County Counsel to be continued one week to February 3, 2026, according to the agenda.
The meeting will also include presentations. Supervisor Janice Hahn has arranged recognition of the Artesia High School Varsity Girls Volleyball Team for making school history by earning their first CIF-Southern Section championship. Supervisor Kathryn Barger has arranged recognition of community organizations for Korean American Day. Supervisor Hilda L. Solis has arranged recognition of the plaintiffs and legal teams of the Vasquez Perdomo collective related to immigration enforcement matters.
