County Board of Supervisors Meet March 11, Will Address Major Area Plans and Review Emergency Responses

The Los Angeles County Board of Supervisors will hold their next regular meeting on Tuesday, March 11 at 9:30 a.m. in the Board Hearing Room 381B at the Kenneth Hahn Hall of Administration, located at 500 West Temple Street in Los Angeles.

Among the significant items on the agenda:

  1. General Plan Amendment Resolution (Item 13) – The Board will consider adopting resolutions for three major area plans: the West San Gabriel Valley Area Plan, South Bay Area Plan, and Westside Area Plan. These plans will establish updated land use policies, zoning changes, and development standards for multiple unincorporated communities across LA County. This is a voting item that will significantly impact development and land use in these regions.
  2. January 2025 Windstorm and Critical Fire Events Emergency Response (Items 15, 20, and 24) – The Board will review ongoing emergency actions taken in response to the January 2025 windstorms and fires, including the Palisades, Eaton, Hurst, and Kenneth fires. These items involve reviewing contracts issued without competitive bidding due to emergency circumstances, continuing the declared local health emergency, and determining whether to continue emergency actions. These items require a 4/5 vote.
  3. Martin Luther King, Jr. Medical Campus North Parking Structure Project (Item 22) – The Board will consider approving a $25 million project budget for a new parking structure at the MLK Medical Campus, including a design-build contract with McCarthy Building Companies for $16,155,321, plus a design completion allowance of $850,000, for a maximum contract amount of $17,005,321. This capital project requires a 4/5 vote for approval.
  4. Support for Governor Newsom’s Appropriations Request (Item 9) – The Board will consider supporting the Governor’s request to Congressional leadership for $39,680,737,878 in support of recovery efforts in response to the January 2025 firestorms in Los Angeles County.

Other notable items include:

  • An ordinance change increasing the Civil and Criminal Grand Jury daily stipend from $60 to $80 (Item 12)
  • Interagency Cash Transfer Agreement with the State Department of Rehabilitation providing $5,186,935 annually for vocational and employment services (Item 19)
  • Treasurer and Tax Collector Investment Policy review (Item 18)
  • Special Tax Levy for Community Facilities District No. 2021-01 (Valencia – Facilities) (Item 17)
  • Commemorative 175th Anniversary Badge Program for the Sheriff’s Department (Item 31)

The Board, comprised of Kathryn Barger (Chair, Fifth District), Hilda L. Solis (Chair Pro Tem, First District), Holly J. Mitchell (Supervisor, Second District), Lindsey P. Horvath (Supervisor, Third District), and Janice Hahn (Supervisor, Fourth District), will also consider multiple ordinance adoptions (Items 33-39) related to zoning and planning changes that will have long-term impacts on development in various areas of the County.

The meeting will begin with an invocation led by Reverend Carlos Rincon, a Pledge of Allegiance led by Kathy Kash, and a presentation of pets for the County’s Pet Adoption Program. A closed session regarding anticipated litigation (one case) is also scheduled.
