State Budget Provides $300,000 for Altadena Library District Following Eaton Fire

One-time funding comes as the district continues to face property tax revenue disruptions tied to the disaster.

California’s 2026-27 state budget includes $300,000 in one-time funding for the Altadena Library District, providing additional financial support as the community continues recovering from the Eaton Fire and its effects on local property tax revenues.

The California Legislative Analyst’s Office identifies the $300,000 allocation in its September budget report under one-time California State Library General Fund spending. The money is designated for the Altadena Library District, an independent public library district serving unincorporated Altadena.

The allocation is part of the state budget changes enacted through Assembly Bill 113. The Legislature approved the measure Sept. 1, and Gov. Gavin Newsom signed it Sept. 18. The bill became Chapter 248 of the Statutes of 2026.

State Sen. Sasha Renée Pérez, D-Pasadena, represents Altadena and has publicly described her role in securing the funding. During an Oct. 6 presentation to the Monrovia City Council, Pérez reported obtaining $300,000 for the library district, according to an Oct. 10 report by HeySoCal. The senator’s account establishes her stated involvement, although the legislative records reviewed do not independently establish that she alone originated or secured the appropriation.

The financial pressure stems from the destruction of homes and the resulting disruption to property tax collections following the January 2025 Eaton Fire.

At an April 2025 Assembly budget hearing, Jean Hurst, speaking on behalf of the library district, explained that property taxes and a parcel tax supplied nearly all of the district’s revenue. She said property tax losses and deferrals following the fire had created substantial uncertainty for library operations.

At a subsequent Senate budget hearing in June 2025, Hurst reported that the district had experienced an estimated 40% property tax revenue loss because of delinquencies and deferrals. That figure described conditions at the time and should not be interpreted as a verified permanent loss or the district’s current revenue position.

The latest appropriation follows a substantially larger allocation in the previous state budget. According to the Legislative Analyst’s Office, California provided $3.6 million in one-time funding to the Altadena Library District in the 2025-26 fiscal year. The new $300,000 allocation is separate from that earlier appropriation.

The district provides library materials, literacy assistance, educational activities and programming for children, teens and adults. It operates under an elected Board of Library Trustees, while Los Angeles County collects property tax revenues on its behalf.

Although the $300,000 allocation is included in the enacted state budget, the documents reviewed do not establish the precise date when the money will be disbursed or how much of the district’s continuing financial losses it will offset.
