County to Receive Fire-Area Homelessness Prevention Outreach Plan, With Altadena Among First Communities Targeted

For Altadena — the unincorporated community that absorbed the worst of the Eaton Fire — the report follows action the Board took a month earlier. According to the agenda, the report concerns an outreach plan regarding the launch of a Homelessness Prevention Resource Page for community-based organizations working in the Altadena and Palisades fire areas, providing support for the Eaton Fire. It is prepared by the Chief Executive Officer in coordination with the Department of Homeless Services and Housing, the Department of Consumer and Business Affairs, the Los Angeles County Development Authority and any other relevant county departments, and in consultation with the Los Angeles Homeless Services Authority and the Los Angeles County Affordable Housing Solutions Agency.

The underlying plan originated with a motion the Board approved on June 16. According to a press release from Supervisor Kathryn Barger’s office, the Board voted unanimously to approve the motion, authored by Supervisors Barger and Lindsey P. Horvath, directing the county to build a single, coordinated entry point for homelessness prevention services, with fire survivors among the first populations the system is designed to protect. The release identified the organizations to be engaged: the Eaton Fire Collaborative Long-Term Recovery Group, the Altadena Town Council, the Malibu and Palisades Long-Term Recovery Groups, the Topanga Town Council and the Sunset Mesa Homeowners’ Association.

The release stated that within 45 days the county would launch a public webpage listing rental assistance, mortgage relief, legal aid and utility assistance, and that the motion designates a single coordinating point of contact and a Prevention Navigator position within the Department of Homeless Services and Housing. It cited the nonprofit Department of Angels’ Community Voices: LA Fire Recovery Report, which found two of three survivors remain displaced and nearly half have exhausted, or will soon exhaust, insurance-funded temporary housing.
