County Supervisors Agenda Includes Eaton Fire Recovery Actions, Affordable Housing Projects Near Pasadena Area

The meeting is scheduled for 9:30 a.m. Tuesday, May 12, in Board Hearing Room 381B at the Kenneth Hahn Hall of Administration, 500 W. Temple St., Los Angeles.
Several agenda items focus on continuing recovery operations tied to the January 2025 Windstorm and Critical Eaton Fire Events.
One item would continue emergency authority allowing county officials to bypass standard competitive bidding requirements for certain emergency contracts related to cleanup, reconstruction and infrastructure recovery associated with the fires.
A separate Public Works Department item would similarly continue emergency contracting authority for repair and replacement of public facilities damaged during the fires.
The agenda also includes a scheduled report from the county’s Chief Sustainability Officer regarding the Blue Ribbon Commission on Climate Action and Fire-Safe Recovery, although the item is expected to be continued until June 16 at the request of the Chief Sustainability Officer.
Housing proposals in communities near Altaden and Pasadena are also on the agenda.
The Los Angeles County Development Authority is expected to consider a proposal authorizing up to $36 million in multifamily housing mortgage revenue bonds for the Oak and Ivy Apartments Project, a planned 95-unit affordable housing development at 4917 E. Live Oak Ave. in unincorporated Arcadia.
Supervisors are also scheduled to consider both a bond financing resolution and a separate $4.5 million Affordable Housing Trust Fund loan for the proposed 66-unit La Crescenta Apartments development at 2413 Foothill Blvd. and 4521 Briggs Ave. in unincorporated La Crescenta.
Another major policy item introduced by Supervisor Hilda Solis would direct the Department of Health Services, County Counsel and the Office of Immigrant Affairs to establish an internal committee overseeing policies involving interactions between county medical facilities and civil law enforcement agencies, including immigration enforcement. The proposal also calls for employee training and written reports back to the Board.
Supervisors are additionally scheduled to consider a proposed ordinance increasing penalties related to illegal street takeovers and reckless driving exhibitions. The proposal would establish fines of $1,000 for organizers and promoters of illegal speed contests and street takeovers and would expand enforcement to off-street parking facilities.
The Board is also expected to consider a proposal from Supervisors Kathryn Barger and Janice Hahn authorizing county officials to execute agreements and accept sponsorships and grants connected to official and unofficial fan zones tied to the 2026 FIFA World Cup at county-owned properties and in cities throughout Los Angeles County.
Other agenda items include proposed amendments to county employee retirement contribution rates, multiple lawsuit settlements involving county departments and election-related requests from school districts and municipalities across Los Angeles County.
The Board is also scheduled to hold a public hearing on proposed updates to county housing ordinances intended to align zoning and housing development regulations in unincorporated areas with recent state housing laws and affordable housing policies.
According to the agenda, members of the public may participate in person, online through Webex or by telephone, and written comments may be submitted through the county’s public comment portal.
