County Planners to Take Altadena Feedback on Zoning, Rebuilding Rules at Listening Session

Los Angeles County planners are scheduled to take community feedback on Altadena’s zoning and rebuilding rules at a listening session Saturday, Oct. 17, at the Collaboratory, the second of three such sessions.

The session centers on land use and zoning in Altadena. It gives particular attention to the Altadena Community Standards District and to rebuilding after the Eaton Fire. County staff are to collect feedback and ideas on the zoning code, rebuilding regulations and land use policies. The series lets staff share information on existing or proposed programs and discuss community needs.

The standards district is a supplemental set of zoning regulations for unincorporated Altadena. It is part of the county zoning code. Its stated purpose is to keep new and expanded structures and uses compatible in size and scale with surrounding neighborhoods.

The morning starts at 9:30 a.m. with coffee, snacks and information tables. Presentations on zoning and land use run from 10 to 10:50 a.m. They are to cover zoning rules and land use policies. They are also to cover design standards that apply to specific types of development projects in Altadena.

Staff are also to present the Disaster Recovery Ordinance and its associated provisions. The Department of Regional Planning describes them as facilitating the rebuilding process for property owners. That ordinance allows temporary housing and accessory structures on properties that had a legally established residence. It also allows like-for-like replacement of structures damaged or destroyed by a disaster.

Facilitated small-group discussions and brainstorming follow from 11 to 11:50 a.m. The session closes with information tables and informal discussion from noon to 12:30 p.m.

The department asks people who plan to attend to RSVP online. Spanish, Mandarin and Cantonese interpretation will be available. People who need it are asked to say so when they RSVP.

The department and participating agencies announced the three sessions Sept. 9. The first, on economic development, was scheduled for Saturday, Sept. 19. Its agenda listed the Streamlined Alcoholic Beverage Sales Ordinance. It also listed two Department of Economic Opportunity programs, the Altadena Concierge Program and the SmallBIZ Permit Express Program.

The third session, on infrastructure, is set for Saturday, Dec. 12.
