According to the vehicle code, it is the responsibility of the tow truck operator to clean up the accident debris.

Most police departments have tow contracts that include street sweeps at wreck scenes even when no tow is used.

In the old days, the fire department was called for street washes, but now days any fluids must be absorbed with an appropriate material, swept up and disposed of.
