Lincoln Avenue Water Co., which serves northwest Altadena, has put a moratorium on new hookups and issued a water supply alert to its customers, PSN’s Janette Williams reports.  A conservation program started a year ago to cut water use 10 percent has worked, but if the water isn’t there, it isn’t there.   Lincoln Avenue Water has several sources, and they’re all running low in this drought year.
