Pasadena Deputy Chief Darryl Qualls said the department decided to launch the probe after seeing videos on the Pasadena Star-News website of activity the newspaper linked to Kelvin McFarland, who runs Pasadena-based Family First Growth Camp and is already facing criminal charges stemming from a separate incident.
“It looks disturbing,” Qualls said. “We have concerns that [the conduct in the video] bordered on criminal activity.”
