We were working on this, but Glendale News Press beat us to it, so credit to them:  the Foothill Municipal Water District board decided to delay its planned bond issue until after two studies are completed.  Foothill's proposal to float $20 million in bonds was met with resistance from residents and directors of the water districts it serves, who wanted more details on Foothill's  plan to develop local water supplies and wean themselves from dependence on the Metropolitan Water District.
